I suspect original Elite picked up a lot of its assumptions from the Traveller rpg - tonnage-based ships, scooping fuel (though in Traveller it's from gas giants) and no shortage of pirates. The nuance that a lot of casual players, especially of the original 'little black books' miss is that in Traveller the ton is the displacement-ton of 14m3*, and therefore a volume measure. It's entirely plausible the initial concept was dTons, but that that nuance was lost along the way.

* Technically 13.5m3, but rounded for convenience, where 1dT is defined as the volume occupied by 1 tonne of liquid hydrogen.
