Panniers and one small saddlebag. Bear in mind we had very little that wasn't tools - only one set of light normal clothing each (at the end of a two week tour you are inevitably completely disgusting), for example - and that Ortlieb rolltops are about as huge as they come.
If you ride stoker you never have to worry about gear changes. (Tandems tend to assume the stoker is shorter, so this depends on the relative height of you and your prospective companions. This is much more true of modern frames.)

That sounds like a really great bike trip. I might need to get a tandem. Though maybe I should get better at using gears first.
