It can be a useful option sometimes (for those who don't abuse it). A couple of times I've needed to add someone to a group, and that person is really disorganised and keeps forgetting to accept the invitation. Adding him manually (and he does actually want to get the stuff) gets round this problem.
Well, most mailing list software lets you do that, true; but equally that comes with the expectation that the site running it will come down like a ton of bricks on anyone abusing it.
